TAMALE, SAGNARIGU SIGN MOU WITH EU SUPPORT TO BOOST URBAN GOVERNANCE
The Tamale Metropolitan Assembly and the Sagnarigu Municipal Assembly have signed a Memorandum of Understanding (MOU) with support from the European Union to strengthen cooperation and build a more coordinated and efficient Greater Tamale.

Speaking at the event, the EU Ambassador Rune Skinnebach underscored the significance of the newly established inter-jurisdictional committee, describing it as a vital step toward improved coordination across the Greater Tamale area. He noted that while such initiatives may appear modest, they are essential in shaping sustainable cities and enhancing the quality of life for residents.

The Ambassador emphasized that urban challenges such as waste management, drainage, and transportation transcend administrative boundaries, making collaboration between neighboring assemblies crucial. He added that successful metropolitan areas around the world thrive on integrated planning and shared systems among districts.
He further explained that the joint committee is not intended to create additional bureaucracy but rather to serve as a practical mechanism for harmonizing services, improving efficiency, and delivering better development outcomes. The EU, he said, is supporting the initiative with technical assistance as well as funding for equipment and systems to promote a unified and sustainable urban environment.
The Sustainable Cities Project Phase One, funded by the European Union and implemented by Expertise France under the leadership of Ghana’s Ministry of Local Government, Chieftaincy and Religious Affairs, is targeting six urban centers in Northern Ghana—Tamale, Damongo, Nalerigu, Bolgatanga, Yendi, and Wa—to enhance urban governance, planning systems, and service delivery through integrated and sustainable approaches.
Northern Regional Minister, Ali Adolf John, expressed optimism about the initiative, describing it as a significant step toward improving coordinated urban governance and service delivery in Greater Tamale. He commended the EU for its continued support in addressing development challenges in the region.

The Minister also acknowledged longstanding boundary and administrative disputes between the Tamale Metropolitan Assembly and the Sagnarigu Municipal Assembly, which have led to tensions over the years. He, however, noted that the Sustainable Cities Project and the signing of the MOU present a pathway toward resolving these issues through dialogue and collaboration.
He explained that the agreement will establish joint coordinating committees to align planning processes and promote collective development efforts between the two assemblies.
The Mayor of Tamale also highlighted that the MOU marks the beginning of a new phase of cooperation aimed at improving efficiency and ensuring sustainable governance. He stressed that the agreement provides a structured platform for joint planning and action without creating unnecessary administrative layers.
He further acknowledged the contributions of government institutions and development partners, particularly the European Union, in advancing local governance and development.
The signing of the MOU, he concluded, should not be seen as an end in itself but as the foundation for deeper collaboration to address shared urban challenges and promote inclusive and resilient growth in Greater Tamale.
