The Member of Parliament for Tamale Central, Ibrahim Murtala Muhammed, has expressed his dissatisfaction with the report by the three-member committee of inquiry into the disturbances at Ejura in the Ashanti Region.
He is of the view that the committee did a shambolic job per the outcome of its findings and the recommendations.
The committee in its report concluded that the late Kaaka’s activism cannot be linked to his death. It explained that his death could more likely be linked to a family feud.
In the 55-page document, the committee also cast doubts on representations by one Abeewakas Umar, to the effect that Kaaka was killed as a result of his activism.
It also said it was convinced about the evidence of Sadia Fuseini because it was more “reasonably probable than the unsubstantiated evidence of Abeewakas.”
“We, accordingly, find that the death of “Kaaka” was not directly linked to his social media activism. It is more probably a family feud. This is also supported by the testimony of Aminu Mohammed, a resident of Ejura and a friend of the late Kaaka”, portions of the report read.
But the Tamale Central lawmaker, appearing on Citi TV’s Breakfast Daily programme on Tuesday, September 28, 2021, said the committee failed to live up to the expectation of its terms of reference.
“I see it to be a very shambolic work done by the committee and I say this because the conclusions of the committee on many of the issues are completely funny, and I say it without any mincing words. Why would the committee that was set up to do fact-finding come and be giving us probable answers instead of certainty answers?”
“If you have a committee that sat on a matter such as this and the committee findings and conclusions are that the gentleman’s killing had nothing to do with social media activism but probably a family feud without establishing whether there was a known or an existing family feud, then it is a poor job done.”
The family of the late Ibrahim Mohammed, popularly known as Kaaka, also said the report by the three-member committee is fraught with factual inaccuracies.
According to him, the family has lived peacefully without any feud.
The brother of the late Kaaka, Nafiu Mohammed, who spoke on Eyewitness News on Monday [September 28, 2021] said, the findings and recommendations of the committee are completely problematic.
Recommendations
The committee among other things noted that the death of Mohammed Ibrahim, also known as Kaaka, served as the catalyst that triggered the disturbances.
The committee made the following ten (10) recommendations;
1. Adequate compensation for the families of the two deceased persons, Abdul Nasir Yusuf and Murtala Suraj Mohammed. It further recommended that the injured persons, Louis Ayikpa, Awal Misbau, and Nasif Nuhu.
2. The immediate transfer of the District Police commander of Ejura, DSP Philip Kojo Hammond for his incompetence in handling the situation and also for the fact that his relationship with the community seems to have been damaged beyond repair.
3. The expansion of the Ejura Police Station and an increase in personnel.
4. The removal of the Ejura-Sekyedumase Municipal Chief Executive, Honourable Mohammed Salisu Bamba, since his continuous presence as MCE would exacerbate the already tense security situation in Ejura.
5. The Military Establishment reviews the actions of the section on the ground, led by Lieutenant Martin Opoku Adusei, for the inappropriate use of force, and apply appropriate sanctions.
6. The training of REGSEC, MUSEC, and DISEC officials in the Ashanti Region in Conflict and Crisis Management at the Ghana Armed Forces Command and Staff College at least once every year.
7. The development of a joint Standard Operative Procedure (SOP) for Military/ Police operations, including roles for indispensable allied agencies like the National Fire Service, National Ambulance Service, etc.
8. The National Commission for Civic Education should intensify its Public education in relation to the rights, obligations, and civic responsibilities of the people of Ejura.
9. All crowd/riot/crisis control units be made to wear bodycams, and all vehicles and mobile gadgets employed must also have cameras.
10. The establishment of Sports and Recreational Facilities in Ejura under the Zongo Development Fund, to rechannel the energies of the youth.
