SIM database audit reveals complete biometric mismatch with NIA – NCA Director-General

The National Communications Authority (NCA) has revealed that an audit of SIM card registrations conducted between 2021 and 2023 found no matching fingerprints when cross-checked against the national identity database.
The findings have raised serious concerns about the integrity and reliability of existing SIM registration records ahead of a planned nationwide re-registration exercise.
According to the Authority, the audit forms part of ongoing preparations to overhaul the system and improve data accuracy, security, and accountability within Ghana’s telecommunications space.
Despite efforts by government during the period to strengthen SIM subscription management—particularly through a nationwide exercise linking SIM cards to verified identification—the audit suggests significant gaps in the verification process.
Director-General of the NCA, Edmund Yirenkyi Fianko, disclosed the findings during a stakeholder engagement on Tuesday, March 17, 2026.
“In June 2025, we took a sample of about 2 million registrations and tested it against the NIA database. We found out that some SIM records could not be verified… As for the fingerprint, there was zero match,” he stated.
The NCA says the outcome underscores the urgency of implementing a more robust biometric SIM re-registration regime, which will rely on stricter validation processes and closer integration with the National Identification Authority (NIA) database.
