<p>The legislation is expected to give courts greater flexibility to impose community service instead of prison sentences for minor and specified offences, while promoting offender rehabilitation, reducing repeat offending and supporting the reintegration of offenders into society.</p>
<p>The committee further indicated that efforts to establish a structured non-custodial sentencing system date back to 2014, when the Ministry of the Interior, with support from the United Nations Children’s Fund (UNICEF), began developing a national policy on non-custodial sentencing.</p>

<p>The case involves allegations of financial loss of about GH¢78 million to the state.</p>

<p>His comments follow government’s decision on February 12 to reduce the cocoa producer price to GH¢41,392 per tonne, equivalent to GH¢2,587 per bag, for the remainder of the 2025/2026 crop season, a move which has triggered concerns among stakeholders in the sector.</p>

<p>In response to the developments, a Minority Caucus Select Committee was constituted to tour cocoa-growing areas and engage farmers on the ground. The committee, led by Minority Chief Whip Frank Annoh-Dompreh, compiled findings and recommendations based on feedback from cocoa farmers.</p>
<p>Speaking during the presentation, Dr. Bawumia said the report would be forwarded to the party’s Policy Committee on Agriculture, Food Security and Agribusiness for technical review and further consultation with experts.</p>

<p>“What I am looking at with the presentation of this report is to take this Select Committee report to the Policy Committee on Agriculture, Food Security, and Agribusiness. We are going to ask this committee to technically review the findings, consult experts in the area, and then bring forward costed policy alternatives for us,” he said.</p>

<p data-start="805" data-end="1134">The 2026 tournament, jointly hosted by the United States, Canada, and Mexico, presents additional logistical challenges compared to previous editions held in a single country.</p>
<p data-start="805" data-end="1134">Ghana’s Group L matches are scheduled to be played in Toronto, Boston, and Philadelphia, further increasing travel costs for any organised fan programme.</p>
<p data-start="1136" data-end="1411">Instead of a state-sponsored travel scheme, Mahama announced a targeted alternative aimed at Ghanaians already living in host cities. According to him, the government will purchase match tickets and distribute them through organised Ghanaian community groups in the diaspora.</p>
<p>&#8220;What we are doing is that we are procuring tickets for Ghanaians in the diaspora who want to attend the games. So if you want to attend the game, you will get a ticket to attend the game,&#8221; he said.</p>
<p>&#8220;We have organised our chapters, our Ghanaian citizens in Boston, Philadelphia, and Canada. The tickets that we have purchased, we will give to them to enable them to watch the matches,&#8221; he added.</p>
<p data-start="1700" data-end="1842">He urged Ghanaians abroad planning to attend matches to coordinate through recognised community associations to ensure fair access to tickets.</p>
<p data-start="1844" data-end="2125">Ghana will be making its fifth World Cup appearance at the tournament, drawn in Group L alongside Panama, England, and Croatia. The Black Stars begin their campaign against Panama on June 17 at BMO Field, before facing England on June 23 at Gillette Stadium and Croatia on June 27.</p>

<p>He, however, commended President John Dramani Mahama and the Finance Ministry for increasing the prison feeding ration from GHC1.80 pesewas to GHC5.</p>
<p>“Even with that GHC5, Mr Speaker, we believe that that is woefully inadequate to feed an adult,” he stated.</p>
<p>The Interior Minister compared the prison feeding allocation to the school feeding programme, where caterers receive about GHC4.50 per meal for children in basic schools.</p>

<p class="sc-1a18e57c-0 HooNV">This week&#8217;s reception promises to be just as grand, including a stop inside Zhongnanhai, the rarefied compound where China&#8217;s top leadership lives and works. The agenda too will be just as thorny, with Iran being a new source of tension, alongside trade, technology and Taiwan.</p>
<p class="sc-1a18e57c-0 HooNV">But a lot has changed as Trump returns to a stronger and far more assertive China. Now well into an unprecedented third term, an ambitious Xi has been pushing forward with plans for &#8220;new productive forces&#8221; with heavy investments in renewable energy, robotics and artificial intelligence.</p>
<p class="sc-1a18e57c-0 HooNV">If the American president and his administration want a glimpse of the future Beijing has been reaching for in the last decade, they have to look beyond the imposing heart of the capital where they will spend much of their time.</p>
<p class="sc-1a18e57c-0 HooNV">In the remote, rugged north, solar and wind power now dominates vast landscapes. In the industrious south, automation is reshaping factories and supply chains, and megacities like Chongqing have become the stuff of influencers&#8217; feeds.</p>
<p class="sc-1a18e57c-0 HooNV">Billions in state funding have transformed Chongqing, a gritty manufacturing hub deep in the south-west into a powerhouse symbol of a changing China that is embracing new tech, new trade and a new adjective – trendy – as it tries to show the world a friendlier face.</p>
<p class="sc-1a18e57c-0 HooNV">Back in 2017, China was trying to prove it was on an equal footing to the US, says Ali Wyne, senior research and advocacy adviser for US-China relations at International Crisis Group.</p>
<p class="sc-1a18e57c-0 HooNV">&#8220;I think that the Chinese delegation understandably expended an enormous amount of diplomatic effort trying to convey the impression that President Xi was President Trump&#8217;s geopolitical equal. What I find striking is that this time around that assertion isn&#8217;t necessary on the part of Chinese.&#8221;</p>

<p class="sc-1a18e57c-0 HooNV">&#8220;He doesn&#8217;t care about the consequences at all,&#8221; says a middle-aged man on holiday in Chongqing. &#8220;He should know that we share the same world. It is a global village. He should not always put America first.&#8221;</p>
<p class="sc-1a18e57c-0 HooNV">He says he does not want to share his name as he stands among the crowds cramming into vantage points for a view of Chongqing&#8217;s neon-lit, stacked skyline.</p>

The roads climb and twist around steep hillsides, while the subway trundles underneath and then through layers of buildings. Everything overlaps to create what travel journalists have dubbed China&#8217;s &#8220;8D&#8221; city.</p>
<p class="sc-1a18e57c-0 HooNV">Just like the tourists perched above, visitors in the boats below try to get the ultimate snap: the vertical landscape looming over the Yangtze River in shades of electric blue, magenta and red.</p>
<p class="sc-1a18e57c-0 HooNV">This is a city that offers a window into Beijing&#8217;s bid to rival American power in more ways than one. China has been sharpening its soft power and offering overseas tourists visa-free entry. Around two million of them put Chongqing on their must-see list last year alongside Beijing and Shanghai.</p>
<p class="sc-1a18e57c-0 HooNV">But Chongqing&#8217;s spectacular growth has a price tag. Building it has involved one of the largest sustained urban construction efforts in modern history. And the local government, with a population of over 30 million people, is now heavily in debt. A sluggish economy and a struggling property sector are not helping.</p>
<p class="sc-1a18e57c-0 HooNV">Beyond the city&#8217;s futuristic skyline are older neighbourhoods where workers sort packages or sell fruit and vegetables in the hope of making a few dollars a day. Trump&#8217;s tariffs and now the US-Israeli war in Iran are pushing on pressure points in the Chinese economy as house prices fall, unemployment rises and low consumption persists.</p>
<p class="sc-1a18e57c-0 HooNV">Through all this, the Chinese Communist Party&#8217;s authoritarian grip has remained firm. Many Chinese people are hesitant to talk politics and although they have a message for Trump, they did not want to share their names.</p>

<p>Speaking to JOYBUSINESS in an interview, he outlined two possible scenarios depending on whether the policy is extended beyond its May 16 expiration date.</p>
<p>Under the first scenario, where government extends the policy, petrol prices are expected to increase by about 2.5% to 3% per litre, potentially pushing a litre of petrol to around GH¢14.50.</p>
<p>Diesel is also projected to rise by about 1.8% per litre, which could take the price to about GH¢16.50.</p>

<p>On liquefied petroleum gas (LPG), Dr Oppong said pricing will depend largely on market stock levels.</p>
