OSP report on GRA-SML deal ‘too little too late’, I’m not excited – Kpebu

The OSP on Thursday, October 30, 2025 announced its conclusion of investigations into the contract, describing former finance Minister, Ken Ofori-Atta as the “Chief Patron” who supervised a corrupt deal to cause financial loss to the state in an amount of GHC125 million.
The OSP concluded that the Strategic Mobilization Ghana Limited (SML) contract with the Ghana Revenue Authority was reckless, illegally authorized, and financially detrimental to the state.
The Special Prosecutor Kissi Agyebeng stressed that the SML-GRA contract was only “an unnecessary drain on the public purse.”
Speaking in an interview on Ghana Tonight, Thursday, October 30, 2025, Martin Kpebu explained that the OSP’s investigation report is now insubstantial as Kenneth Ofori-Atta is out of the country.
“This report comes a bit too little, too late. I say too little, too late because Ofori-Atta is bolted,” he stated.
Mr. Kpebu argued that the OSP’s investigation does not contain any different findings from investigative journalist, Manasseh Azure’s findings in a investigative piece on the GRA-SML deal.
According to Kpebu, Kissi Agyebeng ought to have relied on the investigative piece on the GRA-SML deal by Manasseh Azure and arrested Ofori-Atta, granted him bail with sureties and properties.
This, he explained could have prevented Ofori-Atta from “fleeing” the country or saved the state some properties in the case he is out of the country.
“If you look at the report at least most of the things Manasseh spoke about are vindicated so we expected Kissi Agybeng to have put a bit of more weight on Manasseh Azure and Aziamor-Mensah’s complain. You know they have done investigations for one year.
“We all know Manassesh’s track record and so OSP should have place more weight on it and arrested Ofori-Atta as soon as there was a change in government.
“When you do the arrest, you can then give him bail, give him conditions upon which he can go away. That’s he should bring sureties; he should bring some properties,” he remarked.
Kpebu believes that there was no need for the OSP to conduct lengthy investigations into the GRA-SML contract before arresting Ofori-Atta.
He blames Kissi Agyebeng for Ofori-Atta’s current departure from the country.
“The key point is that Kissi Agyebeng didn’t have to wait to do this lengthy investigation before arresting Ofori-Atta and asking him to post bail conditions.
“So what I read, I don’t know what is radically different from it from the Manasseh report…so what is this whole thing that investigations take time, years then Kissi Agyebeng sat on his hands to allow Ofori-Atta to flee,” he stressed.
He added: “I am not excited because Ofori-Atta is the kingpin and if you let him bolt, it doesn’t show any picture of seriousness on the path of the OSP to fight corruption.”
“For me, this report is too little, too late. We didn’t have to do this before arresting Ofori-Atta and granting him bail so that today now that he is not in, it would make the trial in absentia easy and also we would have taken some properties as conditions for bail,” Kpebu lamented.
