The Builsa North Municipal Assembly has been cited in the Auditor-General’s report for failing to properly expend funds meant to better the lives of Persons Living with Disabilities (PLWD). This was contained in the Auditor–General’s Report on the Management and Utilisation of the District Assemblies Common Fund (Dacf) and Other Statutory Funds for the Year Ended 31 December 2020.
“We noted that contrary to Regulation 78 of the PFMR, 2019 (L.I. 2378), Builsa North Municipal Assembly paid a total amount of GHC 7,766.99 to Master Mohammed Kanap for six tricycles and 50 white canes for People Living with Disability (PLWD), which were not supplied. Management could not give reasons for the infraction. This resulted in the loss of funds meant for PLWD activities, thus denying members of the needed support to improve upon their livelihood,” the statement said.
The report recommended that “the Coordinating Director and Finance Officer should refund the amount of GH$7,766.99 and same paid into the PLWD account”.
Meanwhile, the Builsa North Municipal Assembly has spent more than 13 thousand Ghana-cedis on an accounting software. The Assembly paid the money to Hakam Computers and Office Technologies. This was contained in the Auditor–General’s Report on the Management and Utilisation of the District Assemblies Common Fund (Dacf) and Other Statutory Funds for the Year Ended 31 December 2020.
Also, The Bawku West District Assembly has spent more than 39 thousand Ghana-Cedis on food and other grocery items for its staff. The amount spent on the items was not budgeted for. The situation, according to the Auditor-General is a breach of Section 30 of the PFMR 2016 (Act 921).
